The undivided District of Koraput is located between 200 3’ and 170 50’ North latitudes and 810 27’ and 840 1’ East longitudes. On the North, it is bounded by the Nabarangpur District, on the South by Vizayanagram District of Andhra Pradesh; On the East the District of Rayagada and on the West District of Malkangiri and the District of Bastar of Chhatish Garh state.
The District of Koraput, occupies an unique place in the geography of Odisha. The District is endowed with mountainous ranges, fascinating meadows, roaring streams, beautiful waterfalls, enchanting valleys, and forests with long trees and thick bushes. These are the manifestations of nature in all her embodiments. The scenic beauty of Koraput is solace to the mind and soul. The golden autumn, misty mornings of the monsoon months, picturesque spring and slumbering summer provides varieties of living. Here, in Spring, nature and man vie with each other to make living joyous.
The Distrtict of Koraput derives its name from its headquarters, the present town of koraput. In ancient times, when the Nalas were ruling over this tract, pushkari, the modern Umerkote was the capital city. In the medieval period, Nandapur developed as the capital under the Silavamsi kings and sometimes under the kings of the Solar dynasty. Virvikram, Deo of the Solar dynasty shifted his headquarters to Jeypore about the middle of the 17 century and this town prospered as the capital. Koraput was chosen by the British in 1870 for better health prospects. The origin of the name of koraput is obscure. There are several theories, none of which is convincing. According to Mr.R.C.S.Belll, the first District Magistrate and Collector,koraput, the name of the town is “Kora-putti” or “the hamlet of the nuxvomica” and it is derived presumably from a tree or trees that must at one time have been prominent near the site. But to-day not a single tree of nux-vomica is found near about the town of kkoraput and so the assumption of Mr. Bell is open to question.
The whole of the district of koraput comprises the ex-zamindaries of Jeypore and kashipur. Vinayak Deo, the founder of the present Jeypore Raj family, inherited the kingdom of the Silvamsis by the middle of the 15th century A.D. The capital of the kingdom,however, lost its independences in 1571 when it became feudatory of the Qutub shahis of Golkonda and the Nandapur kings started paying annual tribute to the Sultans. During the time of Balaram Deo III ( 1711-1713) large number of Zamindars and feudatories seceded from the Jeypore kingdom with the help of the Marathas. Vikram Deo I, the then ruler, held back those territories in lieu of an annual rent of Rs 40,000/- of which no more than three-fourths was ever paid. It was during the rule of Vikram Deo II that the capital of kingdom was finally transferred to Jeypore, the Princely State under the Maharaja Vikram Dev of Jeypore. Maharaja of Jeypore played a crucial role along with Maharaja Krushna Chandra Gajapati of paralakhemundi in the freedom struggle as well as in the process of unification of Odisha.On 1.4.1936, the erstwhile District of koraput came into being Mr.R.C.S.Bell was the first District Magistrate & Collector, Koraput. On 1.10.1992, the District of koraput was divided into four Districts-present koraput,Rayagada, Malkangiri and Nowarangpur.
2.4. In a democratic set-up, the administration is carried on for the welfare of the people. The duties of the public authorities in their respective jurisdiction are to ensure justice to the people in all spheres of activities. They must act in a manner salutary to the interest of the people. The administration must be people oriented. There shall not be partiality and favoritisms. There shall be persistent endeavours of all the public authorities to bring about all round development in the society. The collector of the district is to ensure development of the people in all spheres of life.
2.5 The activities/ functions of public authority are directed to the well being of the people. The Collector of the District formulates, through different departments of Government working in the field, comprehensive long term and annual plan for the socio-economic development of the District in matters relating to education, health, sanitation, drinking water facilities, Roads & transport. Small scale and cottage industries, pisciculture, Sericulture, Handloom, Textile, Irrigation, Sports, Cultures and numerous other activities which have bearing in the life of the people.
2.6. In the District office, the services pertaining to the matters such as Revenue, Nizarat, Establishment, Judicial, Sports Emergency, P.D.S, Election, Development, Gen & Misc. , Panchayat, Small savings, Welfare, Social welfare, Planning, Sports, Culture, Tourism, Excise, Literacy, and information and public Relations are provided to the people. 2.8. The public authority expects all sorts of co-operation from public, public representatives, press and intelligentsia for smooth, effective and purposeful functioning of administration. All the people should rise above the party affiliations and personal interests and help the public authorities in executing various laws, policies and Programmes. This will enhance its effectiveness and efficiency.
2.9 There are Boards, Councils, Committees and other bodies, constituted in relevant offices under the provisions of various laws and rules made there under for seeking public participation / contribution.
2.10. Every public authority has mechanism for monitoring the service delivery and public grievance resolution. The Dist. Office has a number of sections where different subjects are dealt. One section or a number of sections are in-charge of a Deputy Collector or officer of class II rank. Certain matters are disposed off at the level of officer in-charge. Some matters are disposed off by the A.D.M. The most important matters are placed before the Collector for final decision .There is also a mechanism for grievance redressal .
Grievance cells are conducted at Collectorate and all other Subordinate Offices on every Saturday. Grievance Cell at Collectorate is also conducted on Friday preceding every Second Saturday.
The Grievances of the people Coming to grievance cell are heard and redressed on the spot if possible by the Collector and Dist. Level Officers who attend the grievance cell of the Collectorate. In certain cases, grievance petitions are forwarded to the field officers for enquiry and report. Decisions are taken after receipt of enquiry report. In some cases, grievances are redressed and in the cases, the petitioners are intimated as to the non redressal of the grievances if legal constraints are encountered. The OIC, G& Misc. section who is in-charge of Grievance Cell monitors the grievance petitions,. This is the most important item of work for all Government Offices.
