EMERGENCY SECTION
Dist. Emergency Officer:
Emergency Section of the Collectorate normally deals with the preparatory measures prior to occurrence of natural calamities and Disasters and steps taken after the occurrence of these incidents . Koraput district is vulnerable to Calamites and Disasters like drought, flood, epidemic, heat stroke,lightening.,earthquakes, land slides, heavy rain, distress resulting out of fire accidents, house damages, sand cast, accidents relating to Communication and transport services, virulent epidemics etc. The main responsibility is to identify various threats and to prepare a defence mechanism as per the actual physical and social context.
Basing on these aspects, relief majors are taken. The objective of the relief measures is not only to ensure that no one should die of starvation but also to prevent physical deterioration and destitution of the people and to enable them to resume their ordinary pursuits of life on return of better times and simultaneously to encourage in making a concerted and continuous efforts to fight a common misfortune.
GENERAL PRINCIPLES REGULATING RELIEF MESURES
Relief operations have been accepted as an integral part of welfare and development. The general principles under which relief measure are regulated are as follows:
(a) Provision for Labour Intensive Work
(b) Provision for food and safe drinking water.
(c) Gratuitous Relief
(d) Assistance to Cultivators to retrieve loss.
(e) Assistance from Non-grant sector
(f) Best utilization of Resources.
The materials are kept in Red Cross Godown near Telephone Bhawan, Koraput.These materials are provided to people during occurrence of disasters and calamities as an immediate assistance.
FIRE ACCIDENT
No such major fire accident has been occurred during last five years so far in this District.
DISASTER RISK MANAGEMENT PROGRAMME :
The Disaster Risk Management Programme of this district was implemented on
15.12.2003. The inauguration Programme was held on 15.12.2003 with the
Chairmanship of Collector, Koraput and inaugurated by Managing Director, O.S.D.M..A.,
So far the following Programmes have been carried out in this district.

f. PRI’s trained 246
g. Training of volunteers 284
to carry out VDMPs.

Besides, OSDMA authority has sanctioned Rs. 5.08 lakhs for construction of an E.O.C. building in the premises of Collectorate. The construction work has been completed.
VII. SATELLITE PHONE :
One Satellite Phone bearing ISN No.
76EB536BCF7 has been allotted by Managing Director, OSDMA,
The Satellite Phone has been supplied for use during emergency need. The set is being kept under the safe custody of P.A. to Collector and regular testing is made on first day of every month by D.P.O., D.R.M.
VIII. EMERGENCY CONTROL ROOM:
The control room around the clock is functioning in the emergency section from June to November every year. The staf are deployed on the duty to receive and transmit all emergency messages and to watch the situation of this district.
