PROCEDURE FOLLOWED IN DECISION MAKING PROCESS
[Section 4(i) (b) (iii)]
As per provision contained in Para 21 of O.R.M.1964, on receipt of daks relating to Collectorate, the Office Supdt. Will open the same and put the dated round seal of Collectorate on each letter and then send the same to the Collector / A.D.M. for perusal and marginal order if any.
After return of the daks from the Collector / A.D.M. the Office Supdt. Will sort out the daks section wise and handover the same to the concerned clerk of the primary section for distribution to the relating sections. The Diary. clerk will diarise daks and send to the concerned section on the same day through the Register.
On receipt of the daks in the section, the receipt Clerk will send the daks in the dak pad to the O.I.C. for perusal. After perusal of these daks by the O.I.C., it will come to the Head Clerk of the Section. The Head Clerk will sort out the daks among concerned Dealing Assistant with classification keeping in view the importance of the matter and handover the same to the Receipt Clerk on the vary day for distribution of the same among the concerned assts. Thereafter, the Receipt Clerk will diarise these daks and handover the same to the concerned Dealing Assts. With due acknowledgement.
After receipt of daks, the concerned Dealing Assts will enter these daks in their Log Books on the same day and take all the letters to the concerned files to put up the same. All the letters should be put up within 3 days in normal cases. Letters requiring immediate action should be dealt according to the priority. The Dealing Assts should put up the file to the Head Clerk after making proper notes and drafts as per the essence of reference.
The Head Clerk after proper scrutiny of the file with reference to the correspondence passes it to the O.I.C. The O.I.C. passes specific order on the reference and if necessary he endorses the file to the Superior Officer i.e. A.D.M who will dispose of the files at his level and if necessary he will endorse the files to the Collector in case. where specific orders of Collector is necessary. The file is sent to the Collector through the Office Supdt.. The file is returned in the same process from Collector with orders. Then the orders of the Collector is complied by the D.A / H.C. / O.I.C and A.D.M after which the reply is issued to the proper quarters if required. The office copy of the relevant draft will return to the corresponding file and there after it will be treated that the matter is finally disposed off.
